Position Overview and Responsibilities:
In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department's Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures and/or general orders applicable to performing the duties of this position. Incumbent is also expected to actively support and work toward fulfilling the Agency's Affirmative Action objectives.
This environmental supervisory position will support the Florida Resilient Program and requires a broad working knowledge of engineering, geology and environmental science and provides technical assistance for planning, funding, permitting, and monitoring of resilience adaptation projects, as well as assisting in the development of policy and procedures. Spends majority of their time communicating with, motivating, training, and evaluating employees; and planning and directing employees’ work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. This position requires effective communication and coordination with staff, grant applicants, regional planners, local, state, and federal governmental agencies, and other departmental entities in pursuit of the overall mission to improve resilience to climate change and sea level rise for the state’s regionally significant assets. Develops and maintains knowledge, skills, and abilities relevant to the Florida Resilient Program including engineering; and knowledge of the statutes, rules, and policies related to coastal construction and environmental resources, pursuant to Chapters 161, 373, 380, and 403, Florida Statutes. Utilizing knowledge of and interpretation of the Statutes and Regulations governing the Florida Resilient Program this position will:
Serves as lead for the Technicial Support Section and will directly support the Program Management Director over the Technical Support Review Section on Resilient Florida Program implementation for the Office of Resilience and Coastal Protection. Coordinates directly with other DEP staff, federal agencies, and local authorities to facilitate successful completion of projects. Manages and reports on the status of projects through all phases of implementation including completion. Is the lead for projects assigned. Manages the review, approvals, and processing of technical aspects of assigned projects. Conducts site inspections of projects, as required. Participate in meetings as necessary with designated staff to discuss projects and to coordinate completion of tasks.
Represents the Florida Resilient Program in formal and informal meetings with stakeholders including applicants, consultants, regulators, and the public in discussions related to projects and policy issues. Conducts on-site inspections to evaluate project conditions, permit/grant compliance and project performance.
Inspect project sites and observe local conditions to evaluate and document impacts on critical assets, and reports possible compliance concerns to the appropriate entities, individuals, officers and/or supervisors. Documents the inspections with photographs and field reports.
Assists with the development of guidelines for the review of project data and the criteria for compliance with statutes, rules and policies related to coastal construction and environmental resources.
The position also coordinates with the other sections and program areas of the Department in pursuit of the overall mission to preserve, restore and protect the environment and natural resources of Florida.
